The principle calls for preventive action to avoid serious or irreversible environmental harm, even without full scientific proof. Citing the 1996 Vellore Citizens Welfare Forum case, which made it legally enforceable and shifted the burden onto polluters, Goswami asked why these precedents were missing, even though the judgment itself says no mining should happen until the MSE
